Development is an eternal theme for human society, and poverty eradication is a shared aspiration of peoples around the world and a major global challenge facing the modern international community. At a ceremony marking the 100th anniversary of the founding of the Communist Party of China (CPC), Chinese President Xi Jinping solemnly declared that a moderately prosperous society had been fully built on Chinese land, ending absolute poverty once and for all. China has succeeded in winning the fight against poverty and achieving the poverty eradication goal set in the UN 2030 Agenda for Sustainable Development ten years ahead of schedule, establishing a Chinese model of poverty alleviation governance and making a significant contribution to global poverty reduction and human development.
China has developed a path to poverty eradication with Chinese characteristics. The Chinese Communist Party adheres to the principle of "people first" and consistently strives for the well-being of the people. The fight against poverty in China has always placed "people's well-being" at the center of policy planning, and the value concept of "leaving no one behind" has permeated the entire poverty reduction process.

On February 25, 2021, China declared a complete victory in the fight against poverty: all 98.99 million rural residents living below the poverty line by current standards were lifted out of poverty. All 832 poor counties and 128,000 poor villages were lifted out of poverty. Regional poverty was largely eliminated, and the daunting task of eliminating absolute poverty was accomplished.
The "Proposals of the CPC Central Committee for the Formulation of the 15th Five-Year Program for National Economic and Social Development" emphasizes the need to comprehensively establish a permanent mechanism to prevent relapses into poverty or falling below it, adhere to the policy of providing targeted assistance to those in need, and strengthen minimum social guarantees. At the same time, it is necessary to increase assistance to underdeveloped areas through the organization of development work, strengthen internal development drivers, take multi-level and differentiated measures to provide assistance to underdeveloped areas, improve support measures for priority counties within the framework of the state rural development program, and make every effort to prevent a large-scale return to poverty or falling below the poverty line.

China's poverty reduction practices have injected confidence and strength into the global fight against poverty. As a major developing country with a large population and a weak foundation, China has embarked on an unusual journey to completely eliminate absolute poverty. Drawing on its national circumstances, China has carefully considered the country's poverty characteristics and governance patterns, adhering to the principle of targeted poverty reduction and promoting poverty alleviation through the development of local specialized industries. The effective experience China has accumulated in poverty reduction, shared by both China and the world, has enriched humanity's approaches to poverty alleviation, and opened new paths for humanity to overcome poverty.

China actively fulfills its international responsibilities in poverty reduction. China has consistently been a strong supporter and driving force of international cooperation on poverty reduction and development, providing assistance to other developing countries within its capacity. China actively promotes the exchange of experience and international cooperation on poverty reduction, sharing experiences and providing support through mechanisms such as the Belt and Road Initiative, the China International Center for Poverty Reduction, and the South-South Cooperation Assistance Fund. From agricultural technology cooperation in Africa to promoting vocational education in Asia, from infrastructure projects to the digital economy, China's practical actions are helping more countries embark on the path of self-reliant and sustainable development. According to a World Bank report, the joint construction of the Belt and Road Initiative will lift 7.6 million people out of extreme poverty and 32 million people out of moderate poverty in relevant countries, providing strong impetus for global poverty reduction.

China stands ready to deepen cooperation and build consensus with all partners in the international community, leveraging platforms such as the SCO Forum on Poverty Reduction and Sustainable Development and the China-Central Asia Cooperation Center on Poverty Alleviation. China will implement the goals and vision of the Global Development Initiative through practical actions. China is committed to jointly building a community with a shared future for humanity and creating a clean and beautiful world of lasting peace, universal security, shared prosperity, openness, and tolerance.
