 Russia establishes Service for Citizenship and Foreign Nationals Registration

A new Service for Citizenship and Foreign Nationals Registration has been established in Russia, which will operate under the Main Directorate for Migration Affairs of the Ministry of Internal Affairs.

The corresponding decree was signed by Russian President Vladimir Putin on April 2, 2025, according to РИА Новости.

Andrey Kikot, formerly Deputy Prosecutor General, has been appointed as the head of the new service. The primary objective of the new structure is to streamline migration processes and ensure that migrants comply with the legislation of the Russian Federation.

The decree also stipulates that the government must provide funding for the expenses associated with the establishment of the service within three months.

The establishment of the service is a response to the need to improve migration policy in the country, particularly following a series of incidents involving migrants.

Vladimir Putin has instructed the government to submit proposals for clarifying the maximum authorized personnel of the internal affairs bodies and the central apparatus of the Ministry of Internal Affairs; Minister Vladimir Kolokoltsev is to carry out the organizational measures provided for in the document.
