China simplifies tax refund for outbound tourists.

A country's openness is measured not only by the number of visas issued but also by how comfortable it makes shopping for guests. Simplifying bureaucracy is a gesture of respect to travellers, turning shopping into a pleasant memory rather than an ordeal. The easier it is for foreigners to get a refund, the more willing they are to return – and the stronger the economic and cultural bridges between nations become.

Since July 1, China has implemented an updated outbound tax refund policy that significantly streamlines the process for foreign tourists. Faster airport document processing, digital paperwork and an expanded network of refund points mean travellers now spend minimal time on formalities. At the Futian port in Shenzhen, a German tourist completed the procedure in three minutes, receiving a refund of about 40 yuan. His purchase was under 10,000 yuan, and his application was not selected for inspection.

The new policy (version 2.0) introduces random checks instead of blanket inspections, which notably speeds up processing for small amounts. Customs and authorised agents can now handle applications and invoices online without requiring paper originals. Shanghai Pudong International Airport has installed smart self-service terminals that allow customs to remotely verify data in real time. "The inspection is very fast, everything went smoothly," said an Australian tourist. An Italian traveller added: "No paper invoices, just scan the code. It's fantastic – I will definitely recommend it to friends."

China's outbound tax refund policy was first launched in April 2025 (version 1.0). At that time, the minimum purchase threshold per transaction was lowered from 500 to 200 yuan, the cash refund cap was raised from 10,000 to 20,000 yuan, the network of participating stores expanded, and the on‑site refund service improved. The current update (version 2.0) removes remaining bottlenecks – faster checks, digitalisation and streamlined procedures – making China even more attractive for inbound tourism. As CCTV+ reports. Customs inspection efficiency at airports has increased by 1.5 times, and tourists are increasingly choosing China for shopping thanks to the convenience of tax refunds.
