A working group consisting of representatives of the Ministry of Education of Turkmenistan, the Magtymguly Turkmen State University, the Youth Organization and the Turkmen Embassy in the People’s Republic of China, went on a working visit to a number of Chinese cities – Beijing, Nanjing (Jiangsu Province), Shanghai, Tianzhin, where Turkmen students study in the universities.
During the trip, the delegation members held meetings with rectors, vice-rectors, directors of foreign students and other administrative heads of universities, familiarized themselves with the study and living conditions of students from Turkmenistan and their success in mastering selected specialties.
Such meetings were held at Nanjing Pedagogical University, Shanghai University of Science and Technology, Tianjin University of Technology. Negotiations with the leadership of the Department of Education of Jiangsu Province, the Director of the International Cooperation Section of the Education Commission of the Shanghai City Hall and other responsible officials of the PRC education system were also fruitful.
In addition, a teleconference with the Turkmen State Institute of Transport and Communications was established at the University of Lanzhou Transport, between which active cooperation was established.
New opportunities for cooperation in the field of training of highly professional personnel for the Turkmen economy were discussed at a meeting in Beijing, in the Ministry of Education of China. The Turkmen side also announced a proposal to expand cooperation, including such areas as digital industry and cyber security, organization of short-term training courses and internships. The educational department of China responded with full willingness to work together in this regard.
Members of the Turkmen delegation also visited the Beijing University of Traditional Medicine, where they held talks with the leadership of the university and its international division.
Common to all the meetings held in these cities was the great interest of the Chinese side in close humanitarian cooperation with Turkmenistan. Representatives of higher educational institutions of the People’s Republic of China also spoke about what measures they are taking to improve the quality of education, expand the horizons of students, train specialists with modern technologies who are able to achieve new heights of scientific and innovative development. It was noted that for students with good academic performance, who actively participate in public work, preferential terms of tuition are provided. The number of Turkmen students receiving various scholarships established by the government, provincial or city authorities, and the university itself is also growing.
One of the key topics of the talks was the implementation of the Concept for the Development of the Digital Economy in Turkmenistan for the period 2019-2025. In this regard, the leaders of Chinese universities declared their readiness to expand the range of areas of training necessary specialists in the field of information and communication technologies, to create a competitive electronic industry in Turkmenistan, etc.
Special attention was paid to large-scale projects implemented in Turkmenistan together with Chinese partners in the oil and gas, textile, telecommunications, chemical, construction and transport sectors. The growing trend in the number of Turkmen-Chinese companies and enterprises contributes to increasing the volume of trade between the two countries, and also creates good conditions for providing Turkmen students with jobs for the PRC today.
In turn, the members of the delegation of Turkmenistan told their Chinese colleagues about the promotion of educational reforms in their country, international relations in this area and new challenges facing the processes of industrialization and digitalization. And they called on Turkmen students to more actively try their hand at research activities and technical creativity.
Students and foreign teachers were familiarized with the procedure for approval in Turkmenistan of higher and secondary education documents obtained abroad, the list of universities included in the ranking of the best universities in the world according to the international expert agency Times Higher Education. It should be noted that the list for 2019 includes 78 higher educational institutions of the People’s Republic of China.
A briefing was given to Turkmen students at which members of the delegation gave detailed answers to questions about the approval of diplomas, the fulfillment of military duty, the provision of graduates of higher education institutions with work places, the continuation of postgraduate education, etc.
