Presidents of Turkmenistan and Russia adopted the joint statement on cooperation in the field of information security

President of Turkmenistan G. Berdimuhamedov and president of the Russian Federation V.Putin following the results of the meeting in Ashgabat have adopted the Joint Statement on cooperation in the field of maintenance of international information security.

In the document it is said that leaders of the two states, recognising unprecedented progress in development and use of information-communication technologies, their growing influence, underline, «that misuse of modern information-communication technologies, including with a view of, incompatible with problems of maintenance of international peace, safety and stability, can pose threat for the state, its citizens and society as a whole».

«There is more and more obvious growth of abuse in  application of information-communication technologies connected with illegal gathering and use of personal data that is direct infringement of basic freedom and human rights, including the right to inviolability of private life», – is noted in the statement.

Heads of the two states have urged the world community to take all necessary measures on prevention of use of information-communication technologies for intervention in internal affairs of sovereign states and also for terrorist purposes and for fulfilment of crimes, including connected with wrongful access to the computer information, with creation, use and distribution of harmful computer programs.

In view of the trans-boundary nature of information-communication technologies, presidents have expressed conviction that national measures on information security maintenance should be added by the consolidated actions at bilateral, multilateral, regional and global levels.

Leaders of the two countries also have expressed support of activity carried out within the limits of the United Nations on development of rules, norms and principles of responsible conduct of the states in information field.

Heads of Turkmenistan and the Russian Federation have stated that they support prevention and peaceful settlement of conflicts which can arise owing to illegal use of information-communication technologies.

Berdimuhamedov and Putin recognise necessity of strengthening of interaction of two countries in the United Nations and the International Union of Telecommunication concerning perfection of the working model of management by internet network, including maintenance of the equal rights of the states to participation in managerial process by internet network and increases in this context the role of the International Union of Telecommunication.

Presidents have expressed confidence of the further development of interaction of two states on the basis of the Agreement between the Government of the Russian Federation and the Government of Turkmenistan on cooperation in the field of maintenance of international information security of April 5, 2019.
