Ashgabat Becomes a Centre for Global Dialogue on Health Security


On February16, a High-Level Dialogue organised by the Government of Turkmenistan and the World Health Organization (WHO) opened at the Ýyldyz Hotel in the capital. In an era when borders can no longer contain biological threats, medicine is becoming one of the key instruments of international politics.
Holding such a forum in Ashgabat is deeply symbolic. During its chairmanship of the CIS, Turkmenistan is effectively initiating the formation of a new regional security architecture, in which the priority is not only economic stability but also collective immunity.
What Is Global Health Diplomacy?
Where diplomacy once focused primarily on borders and resources, the 21st century has introduced the concept of health diplomacy. This field lies at the intersection of public health, international relations and law.
The principle is straightforward: viruses do not present passports at borders. As a result, the security of any single country now directly depends on how transparent and effective the healthcare system of its neighbours is. As Deputy Foreign Minister Myahri Byashimova noted, this dialogue is not merely an exchange of experience, but the creation of a “single platform of trust”.

Participants from the UN, WHO, Central Asian countries and Armenia discussed issues known in the scientific community as One Health — a concept based on the inseparable link between human, animal and environmental health.
Key Vectors of the Dialogue
Harmonisation of standards: ensuring that doctors from different countries speak the same professional language in emergency situations.
Rescue logistics: coordination within the CIS to enable the rapid exchange of medical data and resources.
Capacity building: the creation of a regional school of medical diplomats — specialists capable of representing healthcare interests at the highest political level.

By assuming the CIS chairmanship in 2026 — declared the Year of Health within the Commonwealth — Turkmenistan is taking on the role of moderator. This is soft power in action: the country is proposing relevant models of cooperation in one of the most humane fields. When doctors and diplomats work side by side, “sustainable development” ceases to be a slogan and becomes a real shield for millions of people.
