Gender equality in the global strategy of development

Uneasy for the whole world 2020 was noted by many important anniversaries. For Turkmenistan this year is the 25th anniversaries of the international recognition of its neutral status by the United Nations Organization which celebrates its 75th anniversary. For the world community it is also an important year in struggle for the rights of women when the 25th anniversary of the Peking declaration and the Platform of actions and 20th anniversary of the historical resolution of the UN Security Council «On women, peace and safety» is marked. In this connection at the opening of 75th anniversary session of General Assembly of the United Nations the determination was once again confirmed to make active efforts for expansion of the rights and possibilities of women in the world.

In his speech the United Nations Secretary-General António Guterres reminded that in 1945 when the United Nations Organization was created, among delegates of conference in San Francisco there were only 8 women. Since then there has been covered a long way, and today women hold high posts – from heads of the largest companies to presidents and prime ministers, and in the United Nations of the woman make more than half of heads of the higher rank.

However, as was noted by António Guterres, twenty five years later after acceptance of the historical Peking platform of actions in interests of women the gender inequality still remains the most serious problem in the field of human rights all over the world. Therefore in the Declaration on celebrating of 75th anniversary of the United Nations, accepted by all member states of the United Nations Organization, had been brought also such point: «We will give the central place to women and girls».

Concerning this issue in the interview to United Nations News service, president of the 75th session of the UN General Assembly, Turkish diplomat Volkan Bozkir stated: «The Facts testify that gender equality promotes increase of level of safety and prosperity in different regions of the planet.

Unfortunately, women frequently have no possibility to get worthy work, to achieve equal payment, to receive quality education and adequate health services. They suffer from violence and discrimination, and often remain «behind a board» in the course of acceptance of important political and economic decisions. Unfortunately, pandemic COVID-19 can level those successes that have been reached for last decades in this sphere. We should not allow it.

Improvement of position of women makes our society more open and more productive, and it brings advantage for all. As the main international institute establishing social standards, the United Nations Organization bears special responsibility in this sphere and is obliged to set an example to another. At formation of my own team I gave particular attention to observance of gender parity: in it now women more than men and in the top management gender equality remains. I will take care that the similar approach shall be applied in our work in the field of the world and safety, in sphere of human rights and sustainable development ».

The gender inequality begins already with the childhood to what the facts and the figures published by the United Nations on International day of girls marked on October 11 testify. All over the world almost every fourth girl at the age of 15−19 years has no education, vocational training or work. For comparison, among male teenagers such situation is observed in one of ten cases.

By estimates of experts, in 2021 about 435 million women and girls will live less than for 1, 9 dollars a day. From them 47 million will appear in poverty as a result of COVID-19. 781 million adults and 126 million teenagers worldwide suffer because of shortage of base skills of literacy. More than 60 % from them are women and girls. Every third woman in the world was exposed to physical or sexual violence.

According to some information, as a result of outbreak of COVID-19 cases of violence concerning women and girls, and especially house violence have sharply grown. At least 60 % of the countries still discriminate the rights of daughters to inheritance of the earth and other actives both under the law, and in practice.

In the light of the global gender summons it is possible to consider as appreciable current events the Nobel Prize in Literature awarded to the American poet Louise Glück and election of the general director of the World Trade Organization (WTO) which will be headed for the first time by the woman. One of the candidates for this high post is Trade Minister for the Republic of Korea, Yoo Myung-Hee. Ngozi Okonjo-Iweala, Minister of Finance in Nigeria will be her opponent in this contest. Earlier she held a post of the Minister for Foreign Affairs, and also worked as the operating director of the World Bank.

Turkmenistan has confirmed time and again its adherence to the further progress in issues of gender equality, realisation of potential of youth and general access to services in the sphere of reproductive health. In his speech at the United Nations Summit on sustainable development, having underlined that gender equality is a key element of global strategy of development, president Berdimuhamedov stated:

«We put before ourselves high aim – to achieve full gender equality and to expand the rights and possibilities of all women and girls. Fulfilment of this problem is our general duty and joint responsibility».

Realisation of this position in practice was promoted by activity of the country as a part of Executive Council of structure of the United Nations concerning gender equality and expansion of the rights and possibilities of women for 2016-2018 In the country corresponding work was carried out according to «the National plan of action for maintenance of gender equality in Turkmenistan for 2015-2020» which was developed with advisory support of UN Population Fund (UNFPA).

Issues of maintenance of gender equality includes and accepted in March of this year the Framework programme of cooperation in the field of sustainable development between Turkmenistan and the United Nations Organization for 2021-2025 which completely answers both priorities of national programs realised in our country, and sustainable development goals for 2030.

In Turkmenistan women play an important role in the government and economy, education sphere, public health services and culture, among them many successful businessmen. One of the vice-premiers in the government of the country and the head of national parliament are women. But a role of women in the country define not only high posts in which they successfully work, but also their great prestige in the society and family, respect and care by which they are surrounded.
