President Berdimuhamedov met with members of the Parliament (Mejlis) of Turkmenistan and outlined key vectors for the future work of deputies in the near future.
Development of private sector
Parliament should adopt laws that stimulate the development of the private sector of the economy of Turkmenistan, Berdimuhamedov said in his keynote speech published on the website of the TDH State News Agency.
Laws should comply with the current market trends for the integration of the national economy into the world economic relations system.
The head of state said that it is necessary to enforce a law on public-private partnership. Such kind of cooperation means a mutually beneficial solution of socially significant tasks, co-financing large projects.
In addition, it is reasonable to work out new laws on the payment system, mortgages and deposits (payments), President Berdimuhamedov underlined.
In the country, it is necessary to create conditions to establish non-state banks.
It is necessary to elaborate laws that will define the legislative basis to attract local and foreign investments into the country’s economy.
The creation of modern enterprises and the attraction of business to agricultural production should be encouraged.
It is reasonable to adopt laws on electronic document management solutions and electronic documents, Berdimuhamedov noted. Such laws are necessary for the introduction of new systems in the state institutions.
The members of the Parliament should enforce a reliable legal framework for the development of the digital economy to implement the State Program of Socio-Economic Development of Turkmenistan for 2019-2025 adopted on February 1, 2009.
It is necessary to continue the work on introduction of new education standards, which would contribute to improve the quality of studies due to the introduction of information and communication technologies and the expansion of Internet access.
Improving social and living conditions of citizens
Purposeful work should be carried out to develop laws aimed to strengthen the social protection of citizens and regulation of labor relations, the Turkmen leader said.
It is necessary to work out new forms of legislation to assist citizens in need of social protection.
The young specialists who work in townships and villages should be supported by state also. It is important to provide them with affordable housing.
Special attention should be paid to scientists, the mechanisms for moral and material support for their work should be provided; and it is necessary to attract young people to science activity.
Parliament should draw up laws aimed to support the neutrality of Turkmenistan, and the potential of the country’s foreign policy based on its neutral status.
Deputies should continue to enlarge and strengthen cooperation with parliaments of foreign countries and international organizations, President of Turkmenistan said.
