The high-ranking officials of Pakistan and Turkmenistan should meet in the second decade of October for negotiations on the project of the pipeline Turkmenistan-Afghanistan-Pakistan-India (TAPI). Predictably, they will establish terms of the beginning of civil work in the territory of Pakistan.
The parties have already signed this year the Agreement with the host country government (Host Government Agreement (HGA), now they will start discussion of details of full version HGA.
The document will authorise joint-stock company TAPI Pipeline Company Limited on realisation and operation of the Pakistan segment of the project of the pipeline during the following of 25 years.
In this connection the government of Pakistan will give certain privileges and company TAPI Pipeline Company Limited permissions, including opening of its branch in Pakistan, protection of investments etc. Moreover, the government of Pakistan is ready to facilitate realisation of the project by granting the land and the permission to foreign currency transfer.
The TAPI gas pipeline with a designed capacity of 33 billion cubic metre of gas per year, will deliver natural gas from the Turkmen deposit of Galkynysh to Afghanistan, Pakistan and India.
On December 11, 2010 in Ashgabat the Summit of heads of the participant states of the project following the results of which the Frame agreement on the gas pipeline and the Intergovernmental agreement on realisation of project of TAPI were signed, took place.
The start of realisation of the project was given in the Turkmen city of Mary on December 13, 2015. The foundation stone of the Afghani sector of the gas pipeline was laid on February 23, 2018.
The Asian Development Bank, the European Bank of Reconstruction and Development, Islamic Development Bank, the Saudi Development Fund and others stated their intention to participate in financing of building of the TAPI gas pipeline.
